The Ministry of Education announced a competition for the position of educational ombudsman

The Ministry of Education and Science of Ukraine (MES) has announced the start of the competition for the position of educational ombudsman. This person will be responsible for protecting the rights of participants in the educational process. About this reported press office of the Ministry of Education and Culture.

“This position is intended for those who are ready to fight for the rights of all those involved in the field of education. The ombudsman cannot hold any other paid position, except for teaching, scientific or creative activities.” – says the message.

A special commission headed by Deputy Minister of Education Mykhailo Vynnytskyi was created to select candidates.

Requirements for candidates for the position of educational ombudsman:

  • citizenship of Ukraine;
  • Higher Education;
  • work experience in the field of education or science for at least 5 years;
  • residence in Ukraine during the last 5 years;
  • fluency in the state language.

The key functions of the educational ombudsman include:

  • Consideration of complaints from participants in the educational process regarding the violation of their rights;
  • Providing recommendations for improving educational policy and practice;
  • Monitoring the observance of the rights of participants in the educational process;
  • Organization and conduct of investigations into violations of rights in the educational sphere.

Children’s rights, which are often violated in the educational process:

  • The right to quality education: insufficient material and technical base, lack of textbooks and educational materials.
  • The right to a safe learning environment: bullying by other students or even teachers, insufficient security measures in schools.
  • The right to inclusive education: lack of proper conditions for children with special educational needs.
  • The right to protection of personal data: violation of confidentiality of information about students.
  • The right to participate in the educational process: ignoring the opinions and needs of children when making decisions related to the educational process.
  • The right to rest and leisure: overloaded with homework, insufficient time for rest.

Registration for participation in the contest will last until July 28 inclusive. As noted in the MES, the educational ombudsman is an important position in the context of reforming Ukrainian education. This position was created to ensure the protection of the rights of all participants in the educational process, including pupils, students, teachers and other workers in the educational sphere. This innovation is part of the broader “New Ukrainian School” (NUS) reform aimed at improving the quality of education and learning conditions in Ukraine.

We will remind you that earlier the Cabinet of Ministers of Ukraine approved the procedure and conditions for granting subventions for the implementation of the educational reform “New Ukrainian School” (NUS). It is planned to allocate 1.5 billion hryvnias for this program in 2024.
