Ukrainian agricultural enterprises attracted 19.1 billion hryvnias under the ‘Affordable Loans 5-7-9%’ program.

The program “Affordable loans 5-7-9%” remains a key financial instrument for supporting the agricultural sector of Ukraine in 2025. Since the beginning of the year, 3,251 agricultural enterprises have already attracted 19.1 billion hryvnias under this state initiative, which shows the high efficiency of preferential financing even in the conditions of a difficult macroeconomic situation. About this informs Ministry of Agrarian Policy.

Starting from January 1, 2025, access to loans under the “5-7-9%” program for agricultural producers is granted or extended only on condition of their registration in the State Agrarian Register (DAR).

Farmers from the following regions most actively used the program: in Kyiv region, 282 enterprises received UAH 2 billion, in Chernihiv region – 212 enterprises received UAH 1.68 billion, in Odesa – 268 enterprises received UAH 1.52 billion. In Kirovohrad region, 316 agricultural producers received UAH 1.5 billion, in Vinnytsia — 262 enterprises received UAH 1.46 billion, in Kharkiv — 188 enterprises received UAH 1.26 billion, in Poltava — 172 farms received UAH 1.02 billion, and in Dnipropetrovsk — 183 enterprises received UAH 1 billion.

In total, in 2025, 7,420 agricultural enterprises took advantage of various state financing programs, receiving almost UAH 44.5 billion in loans. In 2024, 13,088 agricultural enterprises received about UAH 104.5 billion in bank loans. Of these, 8,750 farms received UAH 46.9 billion under the “5-7-9% Affordable Loans” program.

Preferential lending within the framework of this program in 2024–2025 is carried out with the support of the World Bank within the framework of the “Emergency Project of Provision of Inclusive Support for the Restoration of the Agricultural Economy of Ukraine (ARISE)”. The program allows micro and small businesses to get access to bank financing in the amount of up to UAH 90 million at a rate of 5–9% per annum, depending on the type of loan and the type of business entity.
