3 On January 1, the Program of Medical Guarantees for Ukrainians for 2025 came into force

From January 1, 2025, the updated Program of Medical Guarantees became operational in Ukraine. The relevant resolution of the Cabinet of Ministers, which approves the Procedure for implementing the program for 2025, published on the Government portal.
More than 175.5 billion hryvnias have been allocated to finance this program in the state budget, which exceeds the figure for 2024 by more than 16 billion hryvnias. The program covers 44 packages of medical services. An innovation is the package “Psychosocial and psychiatric care for adults and children”, which will be available in mental health centers and through mobile multidisciplinary teams.
Primary medical care will receive more than 25 billion hryvnias of funding, and the basic capitation rate will increase to 844.4 hryvnias (compared to 786.65 hryvnias in 2024). Mental health support is also integrated into the package of primary care services. All primary care facilities cooperating with the National Health Service of Ukraine (NHSHU) will provide these services.
Rural medical institutions will receive increased funding thanks to a factor of 1.1 to the base rate. About 11 billion hryvnias have been earmarked for emergency medical care. Three-year contracts with emergency aid centers are being introduced, and the tariff for services has been increased to 306.3 hryvnias instead of 289 hryvnias in 2024. Special coefficients have been introduced for medical institutions in areas of possible hostilities and mountainous regions.
In the package of outpatient care, the list of laboratory and instrumental studies has been expanded, and the payment calculation now takes into account the entire clinical route of the patient, and not individual interventions. More than 122 billion hryvnias of funding is provided for specialized and palliative care.
