Ukrainians in Argentina: why the path to citizenship is more difficult than promised
After the outbreak of full-scale war, Argentina was among the destinations that Ukrainians began to consider as an opportunity for a new start outside of Europe. The country attracts with its humanitarian program for Ukrainian citizens, a large diaspora, the prospect of legal residence, and the reputation of a state where the path to citizenship seemed more accessible than in many other countries. However, recent changes in migration rules have shown that moving to Argentina requires careful preparation, financial reserves, and readiness for slow bureaucracy.
What has changed for migrants after the presidential decree
After President Javier Millay passed Decree DNU 366/2025, migration procedures in Argentina have become more complicated for those hoping to obtain citizenship. To obtain humanitarian residence, Ukrainians need to prepare a valid passport, confirmation of legal entry to Argentina, a criminal record certificate, confirmation of place of residence, and other documents that may be required by the migration authorities.
Documents issued outside Argentina must be apostilled or legalized in accordance with the established procedure. After that, they must be translated by an accredited translator. In practice, this stage often takes more time and money than people who are guided only by a general description of the procedure expect.
For Ukrainians who are registered under the Disposición 417/2022 program, the migration fee is not charged. The costs still remain, since you need to pay for the production of the DNI, translations and preparation of some documents.
How long does it take to obtain a DNI
The registration of the DNI remains one of the most important stages of legalization, because this document is needed for a normal life in the country, access to many services and full identification in state systems.
According to the experience of Ukrainians who have already undergone the procedure, the time required to obtain a DNI can vary from two to nine months. Even after approval of residency, the production of the card often takes another two or three months.
Due to such delays, moving to Argentina requires a reserve of time and money. A person can be legally in the country, but at the same time wait for a document, without which it is more difficult to solve household, banking and work issues.
Why advertising promises are often misleading

Language courses, separate adaptation programs and assistance from public or diaspora structures are most often available. Because of this, moving requires independent financial planning, especially for the first months, when documents are still in the process of being processed.
For people without a stable income or sufficient reserves, this reality can be a serious challenge. Renting a home, food, transportation, translations, household expenses and waiting for documents quickly form a burden that should be taken into account before leaving.
Why Ukrainians are attracted to Argentina
Despite bureaucratic difficulties, inflation and economic instability, Argentina remains attractive to some Ukrainians due to its lifestyle, openness to migrants and strong Ukrainian presence. The country is home to over 350,000 ethnic Ukrainians and their descendants, and communities, churches and cultural centers help newcomers to quickly find a connection with their local environment.
The Ukrainian footprint in Argentina has a long history. Among the famous Argentines of Ukrainian origin are Nobel Prize laureate Cesar Milstein, football coach José Nestor Pekerman and the family of founders of the Rosamonte mate brand. For many migrants, such a historical presence is important because it shows that Ukrainians in Argentina have long become part of local society.
