Ukrainians will not receive advertising and spam calls: Cabinet of Ministers adopts resolution
Ministry of Digital Transformation of Ukraine provides tools for mobile operators to block intrusive calls and advertisements. The corresponding changes have been approved by resolution Cabinet of Ministers “On approval of the Rules for providing and receiving electronic communication services”.
“Ukrainians will no longer receive advertising and spam calls. Soon, operators will block spam, advertising, potentially fraudulent calls and prevent illegal withdrawal of funds. Ukrainians will no longer be fed up with fake calls about winnings, intrusive “profitable offers” or advertising to which consent was not given.”, — reports the press service of the Ministry of Digital.
According to the innovations, businesses will have to officially conclude contracts with mobile operators and register numbers from which calls are made. If the numbers are not registered, calls from them will be blocked automatically. In addition, users will be able to complain about spam, and operators will have the right to block such numbers at the request of customers.
The resolution also obliges operators to provide users with the opportunity to independently disable content services through a personal account, without the need to contact the support service. These offices should have access to detailed cost control.
A special emphasis is placed on the quality of the Internet connection: the promised speed must be clearly indicated in the contracts. If the actual speed is significantly lower – for example, instead of 100 Mbps, the user only gets 40 – this will be considered a violation of the terms of the contract. In such cases, consumers have the right to apply to the National Commission for the Regulation of Electronic Communications or to the court.
Among other innovations is the protection of Ukrainians who are in war zones. They are guaranteed uninterrupted communication even in case of non-payment of services, SIM cards will not be blocked. A free communication package will be provided upon first connection to the network. All changes, including the function of blocking spam calls, will be implemented gradually, so that operators have time to adapt the technical infrastructure.
