The Verkhovna Rada supported the draft law on the creation of military administrations in Crimea
The Verkhovna Rada’s Committee on National Security, Defense and Intelligence supported the first reading of the draft law on the specifics of the restoration of public power in the Autonomous Republic of Crimea and the city of Sevastopol. At the meeting on September 2, the committee approved the project of the law “On Amendments to the Law of Ukraine ‘On the Legal Regime of Martial Law’ Regarding the Peculiarities of Restoring Public Power in the Autonomous Republic of Crimea and the City of Sevastopol” (No. 11064), which was submitted for consideration on March 4, 2024.
The permanent representative of the President of Ukraine in the ARC, Tamila Tasheva, noted that the draft law resolves issues that remained unresolved since 2014, and is a key step in restoring the activities of state bodies in the de-occupied territory of Crimea. Taking into account that since the beginning of the temporary occupation, state bodies have not actually functioned, and it will be difficult to resume their work immediately after liberation, the project provides for the creation of military administrations at all levels – from local to republican, as well as the termination of the powers of those persons who were in elected positions or in the civil service.
The President’s office clarified that this draft law is part of a broader state policy regarding the reintegration of temporarily occupied territories and provides for the restoration of state institutions after the deoccupation of Crimea. The document was developed to implement the Law “On Amendments to Certain Legislative Acts of Ukraine Regarding the Resolution of Certain Issues of the Administrative and Territorial Organization of the Autonomous Republic of Crimea” (Law No. 3334-IX), adopted by the Verkhovna Rada on August 23, 2023.
The draft law was prepared with the participation of the teams of the Ministry of Reintegration, the Presidential Representation in the ARC, the Ministry of Justice, the Ministry of Infrastructure, the National Agency for Civil Service, as well as experts and public organizations working on Crimea issues.
