Zelenskyy signed a decree on the establishment of the Council for the Support of Entrepreneurship

The President of Ukraine, Volodymyr Zelenskyi, signed Decree No. 421/2025, which creates the Council for the Support of Entrepreneurship. Document made public on the website of the head of state.

The new structure replaces a number of previous bodies, including the National Reform Council, the National Investment Council, the Small Business Development Council, the Martial Law Business Support Council and the Reform Executive Committee.

The Council was created as a consultative and advisory body, designed to ensure the interaction of government and business to solve practical issues of entrepreneurial activity. Its main tasks are the analysis of the effectiveness of state policy in the field of entrepreneurship, the identification of systemic problems and the development of solutions to improve the business environment.

The Council will also deal with the preparation of proposals for changes to legislation — in particular, taking into account the requirements of European integration, as well as stimulating investment, innovation, protection of property rights and competition. The body will have the authority to request information from government institutions, involve experts and the business community, create working groups, initiate public discussions and other open events.

The new Council is headed by the head of the Office of the President, Andriy Yermak. Yuliya Svyridenko, Minister of Economy, became his deputy. The composition included representatives of business, government, local self-government and public organizations. Among them are co-founder of ATB Gennady Butkevich, co-founder of Epicenter Halyna Gerega, co-owner of Rozetka Vladyslav Chechotkin, co-founder of monobank Oleg Horohovskyi, general director of MHP Yury Kosyuk, chairman of the Council of the Federation of Employers of Ukraine Dmytro Oliinyk and others.

Decisions adopted by the Council will have a recommendatory nature, but may be taken into account during the development of legislative initiatives of the president or the government.
