A new project has been launched in Ukraine to support the education of children with special needs

War changes everything: ordinary life, priorities and opportunities. For children with special educational needs (SEN), this period is even more difficult, as they face numerous barriers that affect their learning, socialization and emotional state. Providing quality education for this category of children is not only their right, but also the duty of a society striving for development and humanism.

The peculiarity of war is that it disrupts the usual access to resources and services, including educational ones. Many schools were destroyed, a significant number of children were left homeless or moved to other regions. In such conditions, the integration of children with disabilities into the education system requires a modern, flexible and inclusive approach that will provide them with access to knowledge and opportunities for development.

New project: education closer to home

The Ministry of Education and Science of Ukraine to improve the access of children with disabilities to education launched innovative project “Psychological-pedagogical provision of quality education of children with special educational needs”. The project is aimed at creating conditions so that children can study closer to their place of residence, adapt in the educational environment together with their peers and receive the necessary support.

Implementation of the initiative began in October 2024 and will continue until September 2026. Zhytomyr, Kyiv, Lviv regions and the city of Kyiv were selected as pilot regions. In these regions, meetings are held with teachers, parents and school administration to discuss the needs and capabilities of each child.

The essence of changes in the education system for children with disabilities

One of the key tasks of the project is the creation of special classes in secondary schools, equipped with modern technologies, which will allow children with SEN to study together with their peers. This will contribute to their socialization and integration into society.

Special attention is paid to psychological and pedagogical support, which will be provided to both children and their families. This support will include individual consultations, development of specialized methods and creation of conditions for comfortable learning.

The project also provides for updating curricula and teaching methods to meet the needs of children with SEN. This includes both face-to-face and distance learning for children who cannot attend school.

The importance of integrating children with special needs into the general education space

The integration of children with disabilities into general schools is an important step towards the formation of an inclusive society. It allows children to feel like full-fledged members of the community, to get an education together with their peers, to form social skills and develop in conditions close to real life.

Such initiatives contribute to the expansion of the worldview of society, because children without OOP learn tolerance, empathy and understanding of diversity.

The launch of the new project is an important step on the way to creating a modern, flexible and inclusive education system. Providing quality education for PLO children, even in the difficult conditions of war, demonstrates society’s willingness to support its most vulnerable members.
