The Cabinet of Ministers instructed the State Audit Service to monitor EU funds under the Ukraine Facility program

The State Audit Service of Ukraine received the status of a coordinating body for combating fraud as part of Ukraine’s receipt of 50 billion euros under the Ukraine Facility. According to resolutions Cabinet of Ministers No. 1031 dated September 6, 2024, the State Audit Service will coordinate interaction with the European Office for the Prevention of Abuse and Fraud (OLAF).
These new powers were granted within the framework of the Framework Agreement between Ukraine and the EU, which regulates the financing of Ukraine through the Ukraine Facility. Thus, the State Audit Service is obliged to cooperate with OLAF to detect and prevent fraud, corruption and other violations that may harm the financial interests of the EU.
In addition, the resolution provides for the approval of the procedure for interdepartmental interaction of the State Audit Service with OLAF. The audit service will facilitate OLAF’s administrative investigations, including checks and inspections on the territory of Ukraine. When necessary, it will involve other government agencies to work together on such investigations. The Audit Service will also cooperate with the Prosecutor General’s Office to ensure the implementation of the provisions of this mechanism.
In addition to new powers, the Regulation on the State Audit Service has been amended to clarify its role in cooperation with OLAF. From now on, it directly participates in conducting investigations and inspections to protect the financial interests of the EU from fraud, corruption and other violations on the territory of Ukraine.
In addition, the State Audit Service will ensure consideration of appeals and complaints related to fraud and corruption related to EU funds, and will also provide clarification on issues of protection of the financial interests of the European Union.
We will remind that as part of the Ukraine Facility program, Ukraine will receive 50 billion euros from the European Union until 2027, subject to the successful implementation of reform points. A significant part of this amount will be provided in the form of loans.
