The Ministry of Defense involves non-governmental organizations in the creation of defense strategies

A workshop was held in Kyiv meeting representatives of the Ministry of Defense, the Armed Forces of Ukraine, civil society and independent experts. The main goal is the joint development of policies in the areas of defense procurement, intellectual property management and digital transformation strategy of the Security and Defense Forces of Ukraine.

The working groups included specialists from various specialized divisions of the Ministry of Defense, the Office of Support for Changes in the Ministry of Internal Affairs, the Armed Forces of Ukraine, the Ukrainian National Office of Intellectual Property and Innovation (UKRNOIVI), the Defense Procurement Agency, the Verkhovna Rada of Ukraine, the National Agency for the Prevention of Corruption, as well as representatives of public organizations such as the Anti-Corruption Center, Transparency International and State Watch.

“It is important to build an ecosystem in which the public effectively interacts with the ministry and other state structures in order to jointly develop solutions that will become the basis of qualitative changes”, — said Stanislav Heyder, Deputy Minister of Defense of Ukraine, during his speech.

The project involves the development of policies in three priority areas, as well as their coordination with key parties. Over the course of eight trainings, participants will work through all stages of public policy formation: from problem analysis to development of implementation plans and discussion with key stakeholders.

Yuliya Marushevska, head of the Ministry of Defense’s Change Support Office, noted that it is not just about short-term solutions, but about systemic changes

“Our goal is to get a practical product that will make the functioning of the security and defense sector more efficient,” – she remarked.

The proposed approaches during this pilot project are planned to be integrated into the generally accepted policy-making cycle operating in NATO countries.
