Citizens of Ukraine affected by the armed aggression of the Russian Federation can submit an application for reparations to the International Register of Damages
Ukrainians who suffered from the armed aggression of the Russian Federation can submit an application for reparations to the International Register of Damages for of Ukraine (RD4U). You can do this through the “Action” portal.
The damage register is an international mechanism, the participants and associate members of which are 44 states and the European Union. Its purpose is to collect, process and record data on the damage caused to Ukraine and its citizens as a result of the war. This is the first step towards future reparations and restoration of justice for the victims.
The register covers the entire territory of Ukraine within the internationally recognized borders, including the temporarily occupied territories, and takes into account events that have occurred since February 24, 2022.
On the “Action” portal, 13 categories are available, under which you can submit claims about the damage caused by the war. Five of them directly relate to harm to physical and mental health: A2.3 Serious bodily harm, A2.4 Sexual violence, A2.5 Torture or inhuman or degrading treatment or punishment, A2.6 Deprivation of liberty, A2.7 Forced labor or service.
Anyone can apply to the International Register of Damages – military and civilian who have received serious bodily injuries, undergone complex treatment or rehabilitation and incurred significant costs for the restoration of health, as well as those who suffer from mental disorders that significantly affect life. This also applies to cases of sexual violence, torture, captivity, illegal detention or forced labor related to the armed aggression of the Russian Federation.
To submit an application, you must fill out the form in “Action” and provide available evidence and information about the event. If there are no documents, you can submit an application, specifying the known information in detail. If available, you can add documents about treatment and rehabilitation, certificates and paid bills for treatment. Applications in the interests of children who have suffered injuries or harm to their health are submitted by parents, subject to confirmation of the degree of kinship at the DRATS.
