The Ministry of Internal Affairs presented a system for monitoring international aid

The Ministry of Internal Affairs presented the PROvision digital aid monitoring system. More than 130 partners from different countries took part in the presentation, including representatives of embassies, international organizations, the Office of the President, the Cabinet of Ministers, the NSDC and other institutions. “With the beginning of a full-scale war, you gave us a friendly shoulder, and the volume of international aid increased significantly. And the main thing is that it is felt by units that directly help people and ensure law and order in the country. We appreciate this and are interested in ensuring that all aid is accounted for and used in a completely transparent manner. That is why a digital system has been created in the Ministry of Internal Affairs, which allows to coordinate and monitor all processes.” – said Deputy Minister of Internal Affairs Vasyl Teterya.
He noted that PROvision is a modern technological digital tool that covers all units of the Ministry of Internal Affairs, ensures coordination and monitoring of all processes. The system provides an opportunity to carry out transparent analytics, automated reporting, creation of electronic templates and integration with information systems of the ministry.
Teterya also emphasized that one of the key components of PROvision is the ability to shape the priority needs of the Ministry of Internal Affairs.
“Thanks to the system, we can see in real time which units have received aid, which still have needs, and report usage to donors.” – he explained.
According to Ivan Reva, director of the Department of Property and Resources of the Ministry of Internal Affairs, from October 2024, all units of the ministry began approving the system and filling it with relevant information. In total, about 2,000 specialists are involved in the process. The PROvision software was created within the framework of the flagship partnership of UNDP in Ukraine and the EU “EU4Recovery – Community Empowerment in Ukraine” with co-financing from the Danish government.
The head of the section “European integration, governance and rule of law, civil society” Asier Santillan Luzuriaga emphasized that the European Union is an active supporter of digital transformation in Ukraine as a key tool for strengthening the transparency and efficiency of public administration. He emphasized the importance of developing digital infrastructure and implementing aid monitoring tools to maintain the trust of international partners and the public.
