The National Bank will change the rules for issuing and acquiring payment cards

The National Bank of Ukraine proposed new changes to the procedure for issuing and acquiring payment instruments, in particular payment cards. About this reported press service of the regulator. The corresponding draft resolution of the NBU board has already been made public for public discussion.
As the National Bank explains, the main goal of these innovations is to increase the transparency of payment operations, as well as to strengthen the protection of the rights of users of financial services.
Among the key changes is the obligation for acquirers to provide issuers with more detailed information about the payer and/or recipient of funds during payment transactions. In particular, it will be mandatory for businesses to specify the EDRPOU code, and for individuals – the unique number of the payment instrument.
In addition, the draft document clarifies the requirements for the formation of payment instructions by the acquirer and establishes mandatory details for each transaction. In particular, in the case of making payments on the Internet, the acquirer will be obliged to inform the user about the full name of the recipient of funds even before the start of the transaction.
It is also assumed that financial institutions that issue or acquire payment instruments will have until October 1, 2025 to bring their activities into line with the new requirements.
It should be noted that during 2024, Ukrainians made payments with bank cards and gadgets for a record amount — more than 1.06 trillion hryvnias only through the acquiring network of PrivatBank. This is 24% more compared to the same indicator in 2023.
Against the background of such an increase in the volume of non-cash payments, the National Bank emphasizes the need to strengthen the control and transparency of financial transactions, as well as to protect the interests of users when making electronic payments.
