Abduction of Ukrainian children: European Union to add new names to sanctions list

The abduction and illegal removal of Ukrainian children remains one of the most dramatic areas of international pressure on Russia, as this topic concerns not only the consequences of the war, but also the fate of thousands of minors torn from their families, homes and familiar surroundings. The European Union is preparing to tighten personal restrictions against people considered involved in the deportation of children from Ukraine, and the new decision should be a continuation of the already existing sanctions policy.

The European Union plans to introduce new sanctions against Russia on May 11 due to the abduction of Ukrainian children. An EU official reported on the preparation of the decision on condition of anonymity.

According to him, the European Union already has a large list of Russian citizens who are under sanctions due to their involvement in the deportation of children. Now, this list is to be supplemented with a significant number of new names.

The official did not disclose details about specific individuals, as the decisions are to be officially announced after they come into force. At the same time, he clarified that the new restrictions will be similar to those that the EU has already applied previously in cases related to the deportation of Ukrainian children.

The announcement of the sanctions is expected on the day of the EU Foreign Affairs Council meeting, which will be held in Brussels. One of the key topics of the meeting will again be Russian aggression against Ukraine.

Ukrainian Foreign Minister Andriy Sybiga is to attend the meeting in person. The participation of a Ukrainian representative gives the discussion additional political significance, since the issue of child abduction remains among the priorities for Kyiv at the international level.

The new sanctions are to expand the circle of individuals whom the European Union considers involved in the deportation or forced displacement of Ukrainian children. Such restrictions usually include freezing assets in EU countries and a ban on entry to the European Union.

For Brussels, personal sanctions have become one of the tools for putting pressure on those involved in the policy of removing children, organizing their stay in Russia, or supporting processes related to changing their environment and status.

The expansion of the list of those involved in the abduction of Ukrainian children takes place against the backdrop of the European Union’s broader sanctions policy against Russia. On April 23, the ambassadors of the EU member states adopted a written decision on the 20th package of sanctions.

The European Commission emphasized that this package focuses on combating the circumvention of restrictions, energy measures, the banking sector and the shadow fleet. It also activated the anti-circumvention tool for the first time.

The preparation of new sanctions shows that the EU continues to separately highlight the topic of the abduction of Ukrainian children in its policy towards Russia. Brussels is not limited to general economic measures, but is expanding personal responsibility for those associated with the deportation of minors.

The final details of the new list should become known after the decision officially enters into force on May 11.
