Anna Skorokhod spoke about the costs of military procurement for “her own people”, the Minister of Defense’s war plan, and the mobilization of 250,000 Ukrainians

Four years of full-scale Russian invasion have left Ukraine with colossal human losses, destroyed infrastructure, and a huge strain on the economy. Against this background, the People’s Deputy of Ukraine Anna Skorokhod believes that billions of hryvnias are spent on military purchases, but a significant part of these funds does not bring a real effect for the protection of Ukrainians, but goes to a limited circle of companies close to the government.

According to her, while state systems and defense programs mainly serve “their own”, hundreds of thousands of citizens remain without protection, and local authorities are forced to ensure the energy and communal security of their cities on their own.

“Four years of full-scale war. Billions of hryvnias are spent on overpayments for drones from “their own” and non-working software for generals. Entering the defense market if you are not “your own” – impossible. Although our engineers have long come up with a bunch of cool solutions, the state does not need them. But for 80% of Ukrainians there is no protection. But the government requires city mayors to “protect the energy sector”. Protect with what?”, – the MP asks.

In addition, Anna Skorokhod reported that in 2026, the Minister of Defense of Ukraine presented his new action plan, which in practice recreates the basic principles of warfare. The main goals of the plan include closing the airspace with 100% threat detection and at least 95% interception, stopping the enemy on land, sea and in cyberspace with the aim of eliminating more than 200 occupiers per square kilometer, as well as blocking the Russian Federation’s oil revenues.

At the same time, Skorokhod draws attention to the fact that the minister “continues to manage the army as a startup and draw ideal metrics for investors on slides”, while there is a shortage of people and equipment at the front.

“Ukrainian war plan from Defense Minister Fedorov:

  • Closing the sky — 100% detection of air threats and at least 95% interception of missiles and drones.
  • Stopping the enemy on land, sea and in cyberspace — more than 200 eliminated occupiers per 1 km².
  • To deprive Russia of a resource for war is to cut off oil revenues.

She also mentioned an article in The Times, which states that, according to estimates by Western analysts and intelligence, Ukraine needs to mobilize about 250 thousand more soldiers to hold its positions and conduct offensive operations. At the same time, Skorokhod emphasizes that Ukraine is currently inferior to Russia in most areas of the front due to a lack of personnel and equipment and asks a rhetorical question:

“I wonder, 250 thousand at once? Or how much longer will we fight and lay down our people?”

She emphasizes that the responsibility for protecting Europe in the face of a global threat should be distributed more evenly:

“If Ukraine holds all of Europe, then perhaps Europe will finally take part in protecting its own European values ​​and democracy, and will not do it only with our hands”.
