People are kidnapped, illegally detained, and sometimes killed, leaving relatives in the dark about their fate and whereabouts. It is also often accompanied by a lack of legal recognition of the fact of disappearance and ignoring the rights of victims and their families.

One of the most famous examples of enforced disappearances is the period of the “Dirty War” in Argentina (1976-1983), when thousands of people were abducted by the government suspected of opposing the regime. These disappearances led to the creation of the well-known organization “Mothers of Plaza de Mayo”, which became a symbol of the struggle for the rights of victims of enforced disappearance.

During the conflicts in the Balkans in the 1990s, many people went missing. According to the International Commission on Missing Persons (ICMP), more than 40,000 people disappeared during the war in Bosnia and Herzegovina. And although more than half of them have been identified, thousands are still missing.

In recent years, enforced disappearances have remained an urgent problem in various parts of the world, including in Syria, Egypt, Mexico and many other countries. In Mexico, for example, more than 110,000 people have disappeared between 1964 and 2024, and the number continues to rise due to conflicts between criminal cartels and the government.

New technologies, such as DNA analysis, help identify missing people and return their remains to their relatives. However, the investigation process often faces political obstacles and a lack of international cooperation.

On August 30, 2005, the Ministry of Internal Affairs of Ukraine announced the beginning of a two-month anti-corruption campaign, which will be accompanied by a social advertising campaign. At the press conference, Minister of Internal Affairs Yury Lutsenko said:

“Today we announce a two-month anti-bribery campaign. If we have to keep officials on starvation rations, we will do it as long as it takes to wean them from this criminal habit.”

As part of this campaign, a meter with the number “2599” was depicted on social media videos and posters, above which was the text: “The Ministry of Internal Affairs exposed … (meter reading)”. Lutsenko also called on the families of officials to watch these videos and have a “preventive conversation” with their loved ones who work in the public service.

Secretary of the National Security Council, Petro Poroshenko, who returned from China, added to this statement, noting that China uses completely different methods of fighting corruption. According to him, books are distributed there, which describe in detail what happened to a specific member of the Central Committee of the Communist Party, and anti-corruption measures are very strict.
