Changes in the mobilization process from June 1: what can Ukrainians expect
From June 1, Ukrainians can expect changes in the mobilization process related to the full version of the “Reserve+” application.
The lawyers of the “Repeshko and Partners” Bar Association comment on what changes are expected in the mobilization process.
From June 1, Ukraine will introduce an electronic VOD – a military registration document with a QR code, which will have the same legal force as a paper one. It will be available in the “Rezerv+” mobile application. It will include all information about the conscript – full name, date of birth, RNOCPP, data on deferment, military rank, specialty and medical examination results. Employees of the TCC and the National Police will be able to check it.
The QR code can be used when crossing the border. After scanning it, the checking authorities will receive all the information about the conscript, conscript and reservist, in particular, information about the rank, specialty, military record, and the results of a medical examination. If we draw a parallel, it will be something similar to what is currently in the “Diya” application, thanks to which a person can show his driver’s license or passport in a smartphone.
In addition, the Ministry of Defense is considering the possibility of introducing online recruiting in the “Reserve+” application, where Ukrainians will be able to view vacancies in the Armed Forces, apply for the chosen specialty, as well as familiarize themselves with the duties and requirements for a certain position.
We remind you that men aged 18 to 60 who have not updated their data from April 17 to May 18, 2024, are required to do so. Data includes: residential address, contact phone number, email address and other data upon request. After updating the data, a barcode with an individual number will be pasted into the military card.
Also, men between the ages of 18 and 60 must always carry military registration documents (military ID card, temporary conscript card or certificate of removal from military registration). TCC employees and police officers have the right to check them. At the same time, men who previously received the status of “limited fitness for military service” must undergo a repeat medical examination by February 4, 2025, based on the results of which they will be assigned the status of “fit” or “unfit”.
Meanwhile, men between the ages of 18 and 60 living abroad will not be able to use consular services until they update their details online. However, this does not apply to cases of documents for return to Ukraine, consular actions for children, assistance in case of arrest or deprivation of liberty abroad. In addition, conscripted men between the ages of 18 and 60 will not be able to issue an internal or foreign passport at the Dokument KP outside of Ukraine, only a gray passport can be obtained for Ukrainians who found themselves abroad without documents.
We are often asked the question: who can now serve summonses and what will be the case for non-appearance at the TCC?
The following have the right to serve summonses: employees of the TCC, the SBU, the Foreign Intelligence Service, representatives of executive committees, heads of enterprises and educational institutions, as well as representatives of ZHEKs and condominiums.
Failure to appear on a summons is considered valid only in those cases, if it was prevented by natural disasters, the conscript’s illness, military operations, the death of close relatives or other documented circumstances.
It is necessary to inform the TCC about a valid reason for non-appearance within 3 days from the date specified in the summons, and still appear at the TCC within a week.
