Danylo Hetmantsev spoke about the risks of shadowing the security business

Signs of tax evasion and the use of salary schemes have been detected in the security industry. According to market experts, the level of VAT payment below 12% may indicate the risks of minimizing tax liabilities.

This was reported by Danylo Getmantsev, Chairman of the Verkhovna Rada of Ukraine Committee on Finance, Tax and Customs Policy. According to him, the security industry became one of the main objects of attention during the conference “Detinization – New Trends 2026: Retail, Construction, Electronics, Security” due to the high risks of tax evasion.

Signs of underemployment and payment of salaries “in envelopes” are also recorded in the industry. According to Work.ua, the average salary in the security industry is about 20 thousand UAH. At the same time, more than 60% of employers from the TOP-50 security companies declare an average level of wages below this amount.

Another trend is the simultaneous growth of the average salary and reduction of the number of personnel in individual companies. According to Getmantsev, this may indicate manipulation of financial indicators.

It is estimated that about 1.9 million Ukrainians receive salaries “in envelopes” every year, and the total income from such schemes is about UAH 250 billion. Despite the digitalization of the tax service and a risk-based approach to inspections, this practice remains one of the most common among shadow schemes.

Increased attention to the security industry is part of a broader policy of de-shadowing and control over tax payments in sectors with increased risks.
