Diia has an electronic pension certificate: a new level of convenience for Ukrainian pensioners abroad

In today’s conditions, when millions of Ukrainians were forced to leave the country because of the war, ensuring access to public services has become one of the key challenges. For pensioners who are abroad, it is especially important to have convenient access to documents confirming their status. One of these documents is a pension certificate, which not only certifies the right to a pension, but is also often necessary to obtain additional benefits and services in the host countries. Thanks to the digitization of public services, the Pension Fund of Ukraine has introduced the service of issuing an electronic pension certificate (e-certificate), which is now available in the “Diya” mobile application.
What is an e-pension certificate and how to issue it
Pension Fund of Ukraine introduced service for registration of an electronic pension certificate online. Now it is possible to order an e-certificate without the need to produce a paper counterpart and use it in the “Action” application.
This innovation not only simplifies the procedure for obtaining a document, but also allows pensioners to receive it quickly, without the need to make a paper counterpart. This is especially relevant for citizens who are outside of Ukraine, where physical access to service centers may be limited.
The process of issuing an e-pension certificate is as simplified as possible and involves several steps that can be completed online. For this you need:
- Submit an application on the website of the Pension Fund of Ukraine.
- Log in to your personal account.
- Go to the “Regarding pension” section.
- Select the “Application for production of a pension certificate” option.
- Choose an electronic form of the certificate without a paper counterpart.
- Fill out the application and send it.
- Get the result in the “My applications” section.
The status of the review can be checked online. Once the application is processed, the certificate will automatically appear in the “Action” application. - Add special certificates manually.
If the certificate was not issued by age (for example, by disability, loss of a breadwinner or seniority), it can be added manually by selecting the option “Add document” in the “Action” application.

An electronic pension certificate has a number of advantages:
Processing speed. Unlike the paper version, the production of a digital document takes only a few days.
Convenience for pensioners abroad. The document can be obtained remotely, without visiting service centers.
Mobility. The e-ID is always available in the “Action” application, which makes it easier to use it at any time.
It is important to note that in order to obtain an e-certificate, it is necessary that the Register of Insured Persons already contains information about the appointment of a pension. If a paper version is needed later, it can be ordered additionally through the web portal or at the service center.

The introduction of an electronic pension certificate is an important step in the direction of digitization of public services. For Ukrainian pensioners who are abroad, this means an opportunity to quickly and conveniently receive a document confirming their pension status.
