Employees of territorial recruitment and social support centers should not wear balaclavas during mobilization activities. Citizens have the right to know who exactly is stopping them, checking their documents, or using force against them. This was reported by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets.
According to the Ombudsman, the use of balaclavas during mobilization events is unacceptable, since covered faces do not allow identifying people representing a state body.
Lubinets emphasized that citizens have the right to understand who exactly is addressing them, stopping them, detaining them, or using force. If the faces of CCC representatives are hidden, this undermines trust and complicates the establishment of responsibility in the event of possible human rights violations.
The Ombudsman also recalled that under Ukrainian law, CCC and SP representatives must be properly identified and must present official ID cards when performing their official duties. According to him, the identification of officials during mobilization events is important for the transparency of the work of state bodies and respect for citizens’ rights.
On May 9, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, responded to the case of an attack on a resident of Dnipro, after which the man ended up in a coma. According to the victim’s wife, he was attacked by unknown individuals wearing balaclavas and uniforms, whom she believes to be representatives of the territorial recruitment and social support center.
