How to search for persons who disappeared during the war
With the beginning of the full-scale invasion of the Russian Federation, the number of missing persons in Ukraine increased fourfold. According to the Deputy Head of the National Police Andriy Nebitov, 50,150 people are currently considered to be such. Among them are military personnel and civilians whose families suffer from uncertainty, but still hope to see each other again.
If there is no contact with a person after shelling or because of the occupation, it always causes anxiety among his relatives, relatives and friends. What to do in this case?
Contact local law enforcement. An application for the search of a person missing under special circumstances is submitted to the relevant territorial body of the National Police of Ukraine or by phone number 102. You can also call the hotline (0894) 200-18-67 or 0 800 212 151. Along with this, you can send letter to e-mail: rozshuk_znyklyh@police.gov.ua
An application to search for a person can be submitted to the Commissioner for Missing Persons under special circumstances. The National Police of Ukraine is also obliged to inform the Commissioner within three days from the moment of receiving the information or statement.
Who can submit an application to search for a missing person under special circumstances?
- a relative of a person who has disappeared;
- representative of a military formation;
- state authority or local self-government body;
- Public Association;
- any other person who became aware of the disappearance.

What is the difference between a missing person and a person missing under special circumstances?
A person who has gone missing – this is a natural person for whom there is no reliable information about his whereabouts at the time of submitting a search application.
A person who went missing under special circumstances, is a person who went missing in connection with an armed conflict, hostilities, temporary occupation of a part of the territory of Ukraine, or emergency situations of a natural or man-made nature.
Therefore, if the loss of contact with a person occurred due to occupation, shelling or other extraordinary circumstances, it can be recognized as missing under special circumstances.
