In 2025, the State Bailiff Service collected 11.6 billion hryvnias in alimony

For 9 months of 2025, the State Enforcement Service bodies collected UAH 11.6 billion in alimony, which is UAH 2.65 billion (29.4%) more than for the same period last year. This was reported by the Ministry of Justice.

As of mid-October 2025, more than 189 thousand people have alimony arrears for more than 3 months, the report says. Of these, about 150 thousand applied the measures provided for by the law “On Enforcement Proceedings” measures: temporary restrictions on traveling abroad, driving and using weapons.

The largest number of debtors who have not paid alimony for more than three months was recorded in the Dnipropetrovsk region (16.2 thousand), Kharkiv (13.8 thousand), Donetsk (12.4 thousand), Zaporizhia (11.1 thousand) and Odessa (9.7 thousand). The fewest were in Chernivtsi (0.7 thousand), Ternopil (0.9 thousand) and Luhansk (0.5 thousand) regions.

The results of the work of state enforcement officers confirm the effectiveness of such measures. For example, in the Ternopil region, proceedings were completed to collect over UAH 421,000 in alimony.

“After the funds were seized and the debtor’s data was entered into the Unified Register of Debtors, the entire amount was transferred to the mother of the children, and over UAH 29,000 in enforcement fees were transferred to the state budget”, – the ministry reports.

In Kropyvnytskyi, bailiffs collected over UAH 306,000 from the debtor along with a fine. The funds were transferred to the collector after the accounts and property were seized. In the Dnipropetrovsk region, the debtor paid UAH 371,000 in alimony and UAH 185,000 in fines after the funds were seized, and almost UAH 38,000 in enforcement fees were transferred to the budget. In the Kherson region, 212 thousand UAH of debt and 29 thousand UAH of fine were fully collected.

“Thanks to the seizure of property, the entry of the debtor’s data into the Unified Register of Debtors and temporary restrictions on rights, the funds were transferred to the child’s mother, and over 21 thousand UAH of enforcement fees were transferred to the state. Alimony is not assistance or a voluntary initiative, but a legally defined obligation of parents to their child. Anyone who evades this obligation must be held liable in accordance with the law, the ministry notes.
