In April 2026, the rules for issuing sick leaves will change in Ukraine

In April 2026, Ukrainians will face the main innovation of the month – changes in the registration of sick leave, i.e. sick leave certificates. They plan to clarify the procedure for issuing this document and strengthen control by the Pension Fund. The new rules will have a practical impact on doctors, employers, and employees.

From April 1, the law “On Amendments to the Law of Ukraine “On Compulsory State Social Insurance” will come into force to improve the procedure for issuing, extending, and monitoring the validity of issuing sick leave certificates and documents that are the basis for their formation.”

The main changes for Ukrainians include expanding the powers of the supervisory authority – the Pension Fund will receive the right to verify the validity of issuing and extending sick leave, as well as involve doctors to assess the correctness of medical conclusions.

A mechanism for the financial responsibility of doctors will also be introduced. If during the inspection it turns out that the document was issued without sufficient grounds, the employee will be personally liable, and the medical institution will be obliged to eliminate the violation or compensate for the costs.

In addition, the law has determined the procedure for using paper forms – it clearly spells out the cases when a doctor has the right to issue a paper certificate of incapacity for work.

It is expected that a multi-level mechanism for verifying medical reports will be introduced to counteract the issuance of fictitious sick leaves.
