In the Kyiv region, a deputy was exposed who, together with accomplices, seized land worth 12 million hryvnias
In the Kyiv region, an illegal scheme involving the illegal alienation of land plots was exposed, in which a deputy of the local village council was directly involved. At the same time, she held the position of secretary of the Permanent Commission on Land Relations and Environmental Protection. According to the investigation, she acted together with accomplices, and the losses of the territorial community from her activities amounted to more than 12 million hryvnias. According to the investigation materials, the deputy involved a number of people in order to commit the crime, including a private notary, the administrator of the department for the organization of administrative services, as well as three citizens who allegedly represented the interests of other persons under powers of attorney. Formally, it looked as if the citizens intended to privatize land plots.
As it turned out, the illegal scheme consisted of the following: the administrator of the department received applications and packages of documents from citizens regarding the acquisition of land plots in the Kyiv region. At the same time, the documents were forged. After that, the prepared packages with fake papers were handed over to the land department, where decisions of the village council session on the allocation of land were made based on them.
In the future, the plots of land, which were registered for ownership on the basis of forged documents, actually passed into the hands of the organizers of the scheme. Sales contracts were drawn up and registered through a private notary, according to which the new owner became the deputy herself, who managed the entire scheme. Thus, the group of participants illegally took possession of land with a total area of 92 hectares. Damages caused to the territorial community, according to preliminary estimates, amounted to 12 million hryvnias.
During authorized searches of the place of work and residence of the persons involved in Kyiv, Kyiv and Khmelnytskyi regions, law enforcement officers discovered and seized a significant array of documents confirming the illegal alienation and subsequent acquisition of land plots. Among the confiscated items are sales contracts, acts of acceptance and transfer, state acts on land, technical documentation on setting the boundaries of plots, their unification, as well as powers of attorney used in the scheme.
The General Prosecutor’s Office emphasized that the collected evidence confirms the organized nature of the scheme, which allowed the deputy, using her official position, to take possession of the community’s land resources in particularly large quantities.
