Ministry of Health plans to change the list of psychiatric contraindications for obtaining a weapon permit

The Ministry of Health of Ukraine plans to update the procedure for issuing medical certificates of form No. 127/o, required for obtaining a weapon permit. In particular, the Ministry is preparing amendments to the list of medical contraindications.

According to the prepared amendments to the Order of the Ministry of Health No. 252 of October 20, 1999, psychiatric contraindications will be significantly expanded and specified.

“It is planned to determine that all forms of mental disorders, in particular those caused by the use of psychoactive substances, are medical psychiatric contraindications for obtaining the appropriate permit,” the department noted.

Currently, the current order does not contain a specific list of diseases and conditions: contraindications include, in particular, a tendency to aggression or auto-aggression and somatically caused mental disorders.

In addition, the Ministry of Health plans to oblige medical advisory commissions to take into account the certificate of form No. 100-2/o – a document on passing a psychiatric examination, in particular regarding the use of psychoactive substances. Currently, the order does not contain such a requirement: the list of mandatory documents includes only a certificate of preventive drug examination and a certificate of absence of psychiatric registration.

The proposed changes are aimed at clarifying and strengthening medical control when issuing weapons permits.
