Mobilization in a new way: electronic codes for conscripts are being introduced in Ukraine

Ukraine will begin the process of introducing electronic codes (VIN codes) for all men aged 18 to 60 who are conscripted. This 19-digit unique identifier will contain all the necessary personal information about a citizen and will simplify the work of military structures.

The VIN code is an identification code that the “Oberig” Register automatically assigns to a conscript.

Currently, the legal framework is being worked out, according to which a single document will be issued for conscripts according to a single form. With the entry into force of the new resolution of the Cabinet of Ministers, citizens who do not have a military registration document will be issued a document of a new model. At the same time, the documents of the “old” form will remain valid, but they will have appropriate notes about updating data, etc.

Why do you need an electronic code?

The main goal of the introduction of the electronic code is to optimize the work of military commissions and law enforcement agencies. Thanks to the code, authorized persons will be able to quickly access all the necessary data about the conscript, which will significantly speed up the registration and mobilization process.

How to get an electronic code?

The VIN code is generated automatically when entering data about a conscript into the register. Citizens can receive a notification from the military commissariat with a request to appear for the pasting of the code in the military ID.

Importantly:

  • Receiving an electronic code does not mean automatic mobilization.
  • Consent to code assignment is not required, the process is automatic.
  • The introduction of electronic codes complies with the Law of Ukraine “On Mobilization”.
  • It is expected that the process of forming a database with electronic codes will be completed by the end of 2024.
