“Okhmatdit” intends to spend 14 million on repairs and technical supervision consultations: “Our money”

“Okhmatdyt” Children’s Hospital has announced tenders for engineering consulting services and technical supervision for the repair of the facade and internal equipment of the building for a total amount of 14 million hryvnias. About this informs publication “Our money”.

According to information from the “Prozorro” system, the contract for engineering and consulting services is planned to be concluded with the company “Vasenov Engineering” for UAH 9.35 million, and technical supervision will be carried out by “Ik-Proekt” for UAH 5.22 million.

The company “Vasenov Engineering” from the capital was registered in April 2023 and belongs to Oleg Vasenov. Earlier this year, the company received tenders worth UAH 4.40 million, in particular from “Okhmatdyt”. Now the hospital orders consultations from Vasenyov on the involvement of subcontractors as part of engineering consulting services.

Oleg Vasenyov has already cooperated with “Okhmatdyt”, having conducted a technical inspection of the affected building of the hospital and drawn up a defective report with the scope of the necessary works. In the act, the overestimated amounts for the contest of the “Okhmatdyt” charity fund were indicated, which required the replacement of the entire facade, although the rocket debris destroyed only a part of the decorative plates.

Tasks to be performed by “Vasenov Engineering” for UAH 9 million:

• Compilation of work performance schedules, supply of materials, products, structures and equipment;
• Calculation and compilation of the movement schedule of workers and main construction machines at the facility;
• Ensuring the selection of personnel taking into account qualifications, organization of training and testing of personnel knowledge;
• Providing consultations on the involvement of subcontractors, the executor of technical supervision, the selection of suppliers, participation in the preparation and conduct of purchases, development of documentation related to purchases, preparation of contracts;
• Organization of the drawing up of the defective report and estimate documentation, ensuring the examination of the estimate documentation;
• Verification of documents submitted for payment by contractors, suppliers and other organizations regarding the performance of works, delivery of products and provision of services;
• Organization of control over write-off of construction materials.

Technical supervision from “Ik-Project” will include:

• Conducting inspections of the compliance of the volumes and quality of the completed construction works with the design and estimate documentation;
• Keeping records of the volumes of accepted and paid construction works, as well as works performed with defects;
• Verification of visas and submission to the customer of acts of acceptance of completed construction works at the facility, which are signed, certified and provided by the contractor.

Both tenders were concluded without competition.

The company “Ik-Proekt” from Kyiv is managed by Olga Kryzhna and Lyudmila Parkhomenko, and belongs to Yulia Krat from Kharkiv. Since 2016, “Ik-Proekt” has received tenders worth UAH 43.36 million, the largest of which is in the infrastructure department of the Kherson Regional State Administration.
