NOAA classifies geomagnetic storms on a scale from G1 (weak) to G5 (extreme). G3 and G4 events are capable of producing auroras as far south as the 50th parallel. Ukraine is located approximately between 44 and 52 degrees north latitude, so the probability of observing the aurora here is quite real. Scientists also predict that the storm could last until Wednesday, September 3, during which time the aurora borealis will remain visible at lower latitudes.
