The Cabinet of Ministers has limited the payment of special pensions in 2026, leaving exceptions for certain categories of persons
The Cabinet of Ministers of Ukraine has adopted a resolution that limits the amount of special pensions during martial law in 2026. According to the document, if payments exceed 10 subsistence minimums for disabled persons, their part above this threshold will be paid with a step-by-step coefficient. This is stated in the government resolution.
The restrictions apply to pensions assigned under “special” laws, in particular for civil servants, prosecutors, judicial experts, people’s deputies, NBU officials, government members, diplomats, local government officials, scientists, military, victims of the Chernobyl accident, journalists and others.
The part of the pension exceeding 10 subsistence minimums will be paid according to the following scheme:

from 10 to 11 PM – 50% of this part;

from 11 to 13 PM – 40%;

from 13 to 17 PM — 30%;

from 17 to 21 PM — 20%;

over 21 PM — 10%.
At the same time, the restrictions do not apply to those who directly participated in the ATO, JFO and other counter-offensive measures and deterrence of Russian aggression, as well as pensions in case of loss of breadwinner for the families of deceased military personnel and defenders.
The resolution comes into force on January 1, 2026 and replaces previous government decisions on the payment of special pensions in 2025.
