The Cabinet of Ministers has updated the Procedure for publishing information on the activities of state-owned enterprises
The Cabinet of Ministers of Ukraine adopted changes to the Procedure for publishing information on the activities of state unitary enterprises and business associations. The document applies to enterprises in the authorized capital of which the state owns more than 50% of shares (shares), as well as to those companies where half or more of the shares belong to companies that are completely state-owned.
The purpose of these changes is to bring the current Procedure into compliance with the provisions of the Property Policy and to increase the transparency of state asset management. The resolution determines the periodicity and terms of publication of data on the activities of such enterprises.
From now on, they are obliged to publish on their own websites or on the pages of the management entity information about the list of special duties indicating their purpose, legal basis and related budget costs, internal regulations on the work of management bodies, internal control system, risk management, audit, anti-corruption measures and mechanisms for notification of violations, management reports and annual reports on the achievement of activity goals.
“We open information to the public, access to which was limited. This is a new level of transparency and responsibility of state-owned companies — and an important step towards trust between the state, business and citizens,” stressed Anna Artemenko, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
At the same time, the new requirements will not apply to operators of critical infrastructure facilities, enterprises of the defense-industrial complex and structures belonging to the Ministry of Defense. A full list of exceptions should be drawn up by the relevant authorities and submitted to the government for consideration.
