The Council supported the draft law of the Ministry of Finance harmonizing customs legislation with the EU

The Verkhovna Rada of Ukraine supported the second reading of draft law No. 10411, which implements the key provisions of the Customs Code of the European Union into Ukrainian legislation. 293 People’s Deputies voted for the adoption of this important document. This decision is an important step on the way to the harmonization of customs procedures of Ukraine with EU standards, which is an important part of the negotiations on joining the European Union.

Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Danylo Hetmantsev (“Servant of the People”) explained, that the draft law provides for the introduction of concepts of customs representation and the European approach to customs regimes, which are already applied in EU countries.

“This project also proposes to bring the Ukrainian provisions on delivery, presentation of goods and their temporary storage under customs control into compliance with EU Regulations. In addition, the criteria for granting authorizations for the application of customs simplifications will be improved.”Hetmantsev noted.

Ministry of Finance emphasized on the importance of this draft law for Ukraine in the context of negotiations on European integration. The changes will enter into force 6 months after the official publication of the law, although some provisions will take effect the next day. Among them are advantages for authorized economic operators (AEOs) in priority arrival and border crossing, as well as the exclusion of the time spent by goods in the electronic queue from the general terms of delivery to the border.
