The EU Council approved amendments to the Ukraine Plan, which are part of the Ukraine Facility program

The European Council has agreed to changes to the Ukraine Plan, which is being implemented under the 50 billion euro Ukraine Facility financial program. The update, prepared by the Ukrainian government in the summer, concerns the clarification of the deadlines for the implementation of certain reforms, but all of our country’s main obligations to the European Union remain in force. This was reported by the Ministry of Economy, Environment and Agriculture of Ukraine.

As noted by the ministry, the document was reviewed in in the usual manner and lasted several months. Representatives of the European Commission, in particular the Directorate for Neighborhood and Enlargement, as well as Ukrainian central executive bodies were involved in the work. The main goal of the changes is to synchronize the deadlines for completing tasks with the real economic situation so that reforms are implemented consistently and effectively.

The Minister of Economy, Environment and Agriculture Oleksiy Sobolev explained that the adjustment of the Plan did not affect its content, but only made it possible to adapt it to the current development conditions. According to him, the update confirms the stability of relations between Ukraine and the European Union and demonstrates confidence in Ukrainian economic policy.

Recall that the Ukraine Facility program was approved by the European Union countries on February 1, 2024 during the summit in Brussels. Its volume is 50 billion euros, which the EU plans to provide to Ukraine over four years — from 2024 to 2027. At the end of February, the document was supported by the European Parliament, after which it was officially approved by the EU Council.

The majority of the funds — 39 billion euros — should go directly to the state budget to ensure financial stability and support reforms. The rest is directed to the development of infrastructure, energy restoration, modernization of the management system and creation of favorable conditions for investment.

In May 2024, Ukraine and the European Union signed a framework agreement on the use of these funds. It defines mechanisms for control, transparency and joint management of finances, and also provides for measures to combat corruption. The program is considered a key element of the long-term partnership between Ukraine and the EU and part of the strategy for integrating our country into the European Economic Area.
