The government has updated the approach to reservation: representatives of which professions will not be mobilized
The government has updated the approach to the reservation of workers from military conscription. In particular, now they will not be able to mobilize almost all those employed at defense-industrial enterprises or in the field of energy, as well as builders involved in the construction of fortifications.
The Cabinet of Ministers noted that the changes are not complete innovations – the mechanisms specified in Resolution No. 76 were improved and modernized. The government introduced the changes after consultations with experts and business representatives. In addition, the system of electronic reservation of employees will start operating in Ukraine.
“The reservation conditions have been improved for enterprises that work for the needs of defense, as well as enterprises in the energy sector. Manufacturers of weapons, drones, energy, which today restore the power system, will be able to reserve 100% of employees. Thus, enterprises that produce weapons, work for the needs of the Armed Forces, will be able to better plan their work and work effectively to strengthen the defense capability, and energy workers to provide people with heat and electricity. In addition, we are increasing the terms of booking employees of critical enterprises from 6 months to a year, allowing conscripts to be booked regardless of age, military rank or military status specialty, even if it is in short supply, and we are also introducing electronic booking.” – said the Deputy Minister of Economy Ihor Fomenko.
In addition to employees of the defense-industrial and electric energy complex, up to 100% of employees of the nuclear, coal and oil and gas industries will be booked. Employees of enterprises currently engaged in the construction of fortifications are also exempted from mobilization.
As for the police and rescuers, the reservation share can be from 50 to 100% of personnel.
Booking of employees will be done through the Diya portal. For this, the ministries and regional administrations will update the list of enterprises, institutions and organizations that can provide their workers with reservations. The heads of these organizations will submit lists of those exempted from mobilization through Diya. The list of reserved persons will be checked automatically through the “Oberig” register.
“In the case of a positive decision, the system automatically transfers the conscript to a special military record for the duration of the reservation. From this moment on, he is considered reserved. The head of the enterprise or an authorized person receives a notification about this in his personal account on the Diya portal. The employee’s reservation data will be updated in the “Reserve+” application, – the Ministry of Economy explained.
