The Ministry of Education and Science has adjusted the license volumes for the bachelor’s educational level

Ministry of Education and Science of Ukraine corrected license volumes for the bachelor’s level of education in 195 institutions of higher education of various forms of ownership – state, communal and private.
“This order does not in any way affect the availability of higher education for entrants. Its purpose is to reconcile the real and declared capabilities of educational institutions. According to the results of the analysis of the actual enrollment of students in previous years, it was established that a number of educational institutions use less than 50% of the licensed volume every year. In accordance with the law, licenses are issued indefinitely. At the same time, in recent years, the real ability of higher education institutions to provide quality education has changed significantly.”, the ministry said in a statement.
The Ministry of Education and Culture explained that based on the conducted analysis, it became clear: in a number of universities, recruitment for individual educational programs is not carried out at all, or the number of students is less than half of the prescribed license limit.
“This is primarily about branches that do not recruit students, as well as about private higher education institutions and some displaced universities, which in recent years recruited a relatively small number of applicants, but continued to keep “inflated” licenses”, — the department added.
The ministry noted that the decision to adjust applies not only to bachelor’s programs, but also to the educational levels of master’s, doctor of philosophy, as well as regulated specialties.
“Licensing is about the basic requirements for the quality of education. The state must guarantee the integrity of access to higher education. According to the licensing requirements, educational institutions are obliged to notify the Ministry of Education and Culture in case of significant changes in personnel or other facts on the basis of which they were issued a license.
This is what is included in the principle of perpetual licensing. But when the institution has a license for 2,700 places, and enrollment for several years does not exceed 400 entrants, this discredits the entire system, so the Ministry of Education and Culture is obliged to narrow the scope to a realistic level.” – emphasized in the ministry.
