The National Bank initiates changes to the procedure for non-cash payments: what to expect

The National Bank of Ukraine (NBU) proposes to update the Instruction on non-cash payments in the national currency for users of payment services. As informs press service of the regulator, the purpose of these changes is to take into account the proposals of payment market participants that were submitted to the NBU.
These proposals are aimed at improving the procedure for non-cash payments, as well as at strengthening the protection of the rights of payment service users.
The main changes proposed by the National Bank:
- clarification of the aspects regulated by the Instruction.
- clarification of the details of the payment instruction initiated by the recipient.
- determination of the document (message) and its details confirming the acceptance of the payer’s payment instruction by his payment service provider.
- settlement of issues related to the payment service provider providing the recipient with information about the crediting of funds to the user’s account after each crediting.
- setting the mandatory details of the payment instruction issued by the payment service provider for the payer.
- settlement of issues regarding forced withdrawal of funds from the payer’s account, closed or changed at his initiative or at the initiative of the payment service provider.
- distinguishing the details of payment instructions issued by state executive service bodies, private executors or supervisory bodies.
- clarification of the norms regarding the verification of the details of the payer’s payment instructions by his payment service provider.
It should also be noted that the National Bank has recently updated the procedure for organizing cash register operations of banks and conducting payment operations by payment service providers. Now, legal entities and sole proprietorships engaged in independent professional activity cannot receive cash by transfer without first crediting it to the account.
