The President of Ukraine has imposed sanctions against the captains of the Russian shadow fleet
The President of Ukraine, Volodymyr Zelenskyy, signed Decree No. 578/2025, which introduced the decision of the National Security and Defense Council regarding the introduction of sanctions against the captains of the shadow fleet of Russia is in effect. These restrictions are implemented within the framework of the synchronization of Ukrainian sanctions with measures introduced by the European Union. The corresponding document is published on the website of the head of state.
Zelensky also announced new sanctions initiatives in response to Russia’s full-scale aggression:
“Three sanctions packages have been prepared, and the first package has already been applied today. Sanctions against the captains of the Russian shadow fleet, and we will synchronize all this – all these packages – with our partners so that the pressure works in most jurisdictions.”
Economic sanctions have been applied to natural persons, which include the seizure of assets on the territory of Ukraine, a ban on their acquisition, restrictions on financial and trade operations, blocking the withdrawal of capital outside the state and restrictions on transit through Ukraine.
“For example, a citizen of Myanmar, So Hlain Win, is the captain of the tanker JUN MA (sanctioned by the EU, Switzerland, Great Britain, Canada and Australia), which made more than 40 voyages from Russian ports to China, India and Turkey. Personal restrictions against such captains will make participation in sanctions schemes toxic and close their access to the civilized world.” — explained Vlad Vasyuk, the president’s representative on sanctions against Russia.
In addition, sanctions have been introduced against companies that transport Russian energy carriers using tankers.
