The Verkhovna Rada committee instructed the government to work on increasing teachers’ salaries.
The Verkhovna Rada of Ukraine’s Budget Committee has instructed the Cabinet of Ministers to work out amendment No. 1076 to the draft budget for 2026. It stipulates that from September 1, 2026, the monthly salary of teachers will be no less than three minimum salaries. This was announced by the Chairman of the Education Committee, Serhii Babak.
“Our main goal is that from September 1, 2026, teaching staff in secondary, vocational and pre-university professional education will receive from 3 minimum salaries,”, Serhii Babak said.
The group of people’s deputies proposed to achieve this through changes in the structure of labor remuneration and the system of its accrual. According to Babak, “an increase is possible only in theoretical calculations” without such changes. Now the amendment has been taken into account, and the budget committee has instructed the government to develop a mechanism for its implementation.
In addition, the committee supported several more amendments. One of them involves redirecting 53 billion hryvnias from the program “increasing the prestige of teachers’ work” to an educational subvention. According to Babak, this will allow funds to be directed specifically to increasing teachers’ salaries, and not to other expenses. Another amendment concerns a gradual 50% increase in the salaries of scientific, pedagogical, and scientific-pedagogical employees in higher education institutions.
All these decisions require additional funding. According to Babak, a 30% salary increase from January 1, 2026 and a new salary level from September 1 will cost the state budget about another 20 billion hryvnias.
