Kyiv overpaid 160 million for delivery of metro cars from Poland: State Audit Service

The State Audit Service of Ukraine reported that “Kyiv Metropoliten” significantly overpaid for the transportation of 60 subway cars that were donated by the capital of Poland. In accordance with conclusions auditors, the overpayment amounted to 160 million hryvnias.

As noted on the official website of the State Audit Service, the average market cost of transporting one wagon from Warsaw to Kyiv is estimated at 0.5 million hryvnias, which should amount to 30 million hryvnias in total. However, according to the audit data, “Kyiv Metropoliten” paid much more for each car – 3.15 million hryvnias, which resulted in a final payment of 189.34 million hryvnias, which is 6.3 times higher than the market value.

In addition, the State Audit Service drew attention to the fact that the winner of the tender, which performed transportation, had no previous experience in providing such services. In addition, the auditors were unable to carry out a counter-reconciliation because they were denied access to the enterprise, which led the Service to ask the National Police to help with the investigation.

Earlier, the State Audit Service also found that the cost of resuming the construction of the Vynogradar metro increased by 8 billion hryvnias due to overdue debts of the contractor and delays in the execution of works.

Regarding the carriages donated by Warsaw, Kyiv Mayor Vitaliy Klitschko agreed in January 2023 on the transfer of 60 metro carriages from the Polish capital. The first train of these cars entered the line on November 1, 2023 on the “green” branch of the capital metro, and the second – on the Syretsko-Pecherska line in April 2024. Recently, on October 3, another train started running. In total, 16 of the 60 wagons that arrived from Warsaw were adapted.

Klitschko also noted that most of the cars will be used as technical donors for the repair of other rolling stock units, since 80% of the Kyiv metro fleet consists of Soviet-era cars.
