Ukraine and the European Union continued the “transport visa-free”
The Ministry of Development of Communities and Territories of Ukraine together with the European Commission agreed to extend the Agreement on the Liberalization of Freight Transportation for another 15 months. Therefore, “transport visa-free ” will remain in effect until at least March 2027. This means that Ukrainian and European carriers will no longer have to obtain special permits for transit and bilateral transportation.
The meeting of the Steering Committee of the Agreement was held with the participation of Deputy Prime Minister for the Reconstruction of Ukraine — Minister of Community and Territorial Development Oleksiy Kuleba and his deputy Serhiy Derkach. Continuation of the agreements was supported by the majority of EU member states.
“Continuation of the “transport visa-free” is a consistent result of our work both in terms of compliance with the provisions of the Agreement, monitoring its effectiveness, and in adapting our legislation to the standards of the European Union. We are grateful to the carriers for conscientious compliance with the Agreement, we must continue to set a high bar in the matter of integrity and high-quality performance of transportation.
It is important that within the framework of the extension of the “transport visa-free” it was agreed to conduct an independent study on the impact of the Agreement on the economy. We have already expressed our readiness to join this process in order to ensure the most objective coverage of the results of the “transport visa-free”, emphasized Serhiy Derkach.
Prolongation does not provide for changes in the rules of execution of the Agreement. As before, carriers from Ukraine and the European Union must comply with the established norms — in particular, ensure the marking of vehicles, the availability of a license and supporting documents for the cargo.
Ukraine, for its part, undertook to continue to implement regulation in the field of road transport in accordance with European integration obligations. By the end of 2026, the key provisions regarding the business reputation of transport companies, the use of smart tachographs and the professional training of managers-managers of carriers, provided for by Law No. 4347, adopted in March 2025, must be implemented. It is important that from July 1, 2026, all new trucks registered in Ukraine must be equipped with smart tachographs.
