Time to decide: how to choose the best higher education institution in 2025
Choosing a university is one of the most important steps in the life of every applicant. Right now, when the next admissions campaign will start soon, it is time to conduct thorough analytical work: evaluate your chances of admission, pay attention to the ratings of higher education institutions and analyze competitive indicators. It is important not only to dream of studying at a prestigious university, but also to strategically approach the issue of choosing a specialty, taking into account one’s interests, professional prospects, and the relevance of the specialty in the labor market.
The website “Vstup.OSVITA.UA” recently published the rankings of higher education institutions by the number of students enrolled in the budget and contract in 2024. In addition, the lists of universities with the highest competitive scores have been published. This information allows applicants to better understand which universities are in high demand and which majors remain popular even in difficult times.
What data is taken into account in the rating?
The rating includes all universities of Ukraine that enrolled students in the first year to obtain a bachelor’s degree (as well as a master’s degree in medical, pharmaceutical, and veterinary fields). The data cover enrollment based on full general secondary education (11 grades) in full-time and part-time forms of education. It is important that the rating is based on current data as of November 1, 2024.
The source of information was the Unified State Database on Education, which is administered by State Enterprise “Inforesurs” in cooperation with “Vstup.OSVITA.UA”.
Military institutions of higher education and educational units with specific study conditions are not included in the rating, which allows us to focus specifically on civilian education.

What makes a rating informative?
The rating includes not only the number of students enrolled in the budget, but also the following important indicators:
- The number of students enrolled on the contract, which allows you to see the level of demand for commercial places.
- The contract/budget ratio is an indicator of how financially affordable the university is for students.
- Competition for one budget place is an important indicator, which is calculated as the ratio of the number of submitted applications to the number of students enrolled in the budget.
For the objectivity of the calculations, only those applications were taken into account that the entrants submitted with a set priority (that is, they were chosen as the preferred study option).
A tool for analyzing educational trends
The rating becomes not only an interesting message for entrants and their parents, but also an important tool for analyzing educational trends. For example:
- Which universities received the most applications?
- In which cities is the competition for budget places the highest?
- Have the preferences of applicants changed compared to previous years?
The list of universities in the table can be sorted by various indicators to see the dynamics of changes and make the right choice of an educational institution.
Interesting fact: last year there was an increased demand for technical and IT specialties, which is not surprising given the challenges of the modern world and the growing demand for specialists in high-tech industries.
At the same time, in 2024, there was a shortage of applicants who would like to obtain a medical education in Ukraine. Despite the increase in the number of budget places in medical specialties, it was not possible to fill them by 100%.

As you can see, this rating demonstrates the level of competitive selection for the contract form of study at leading Ukrainian universities. The leader is LNU named after Franka, where the average NMT score among contract students is the highest among state universities. UKU and KSHE, as private institutions, have high average scores of applicants, which indicates their prestige. KNU named after Shevchenko and the Kyiv-Mohyla Academy also maintain strong positions. In general, the ranking reflects the trend that humanitarian, economic and medical institutions have the highest contract scores, while technical universities, such as Lviv Polytechnic, have slightly lower scores.

The rating, which reflects the level of competitive selection for the budget, is also indicative. It gives an opportunity to see the leading higher education countries that accumulate the largest number of capable applicants.

What does the rating show? KNU named after Shevchenko leads the list with the highest average score of entrants to the budget, which emphasizes his popularity among entrants. KPI named after Sikorskyi and Lviv Polytechnics also have high rating points, confirming the status of leading technical universities. KSHE and Kyiv-Mohyla Academy demonstrate high quality of entrants, despite the smaller number of budget places. Medical universities are also presented in the rating, which indicates high competition among future doctors and the quality of training of those who dream of mastering the medical profession.
