Ukraine has begun developing a new customs IT system for integration with the EU

Ukraine has started the development of a new version of the customs transit IT system — NCTS “Phase 6” (New Computerized Transit System). The development is financed within the framework of the EU Public Finance Management Support Program (EU4PFM). The completion of the project is planned for 2026, informs State Customs Service.

“Implementation of NCTS Phase 6 will optimize the joint transit procedure for Ukrainian traders, taking into account the integration into the digital systems of the EU”, – explained Serhiy Demchenko, Director of the Department of Transit Procedures of the State Customs Service.

NCTS “Phase 6” is an updated electronic system of shared transit that meets European standards. Its purpose is to improve electronic customs procedures and ensure efficient movement of goods. Implementation involves not only the installation of the system in Ukraine, but also a synchronous transition together with all the member states of the Convention on the common transit procedure.

According to the previous schedule, EU countries will start work with NCTS “Phase 6” in September 2025. The development of this system is defined as one of the key priorities of the customs policy of Ukraine in the annual conclusions of the European Commission regarding the compliance of our country with the EU membership criteria.

As a reminder, Ukraine implemented the current version of NCTS “Phase 5” in April 2024 — earlier than some countries of the European Union.
