Ukraine presented the National Energy and Climate Plan in London

A high-level public event Ukraine’s Energy and Climate Investment Roadshow in the UK took place in London, where Ukraine presented to the British partners the directions for the implementation of the National Energy and Climate Plan until 2030 (NECP), as well as potential investment opportunities in renewable energy, decarbonization of industry and energy efficiency improvement.

The British side was represented by key government institutions: the Ministry of Foreign Affairs, Commonwealth of Nations and Development of Great Britain (FCDO), Department of Business and Trade (DBT). Representatives of the leading financial and institutional structures of the insurance market joined the discussions: Lloyd’s of London, the London Stock Exchange and The City UK association. Companies that are already implementing projects in Ukraine or are planning to enter the Ukrainian market also participated, including Baker Hughes, Urenco and CMT Power. In total, the event brought together representatives of 65 British companies.

Ukraine was represented by the Deputy Minister of Economy, Environment and Agriculture Andrii Telyupa, who presented the key areas of implementation of the National Energy and Climate Plan (NECP), approved by the Government in June 2024. Among the main goals: reducing greenhouse gas emissions by 65% ​​compared to 1990, increasing the share of renewable energy to 27%, reducing dependence on imported energy resources to 33%, developing decentralized generation, as well as introducing innovations in bioenergy, nuclear energy, and increasing energy efficiency.

“Implementation of the National Energy and Climate Plan until 2030 opens up new opportunities for investment and technological partnership. We invite international partners to jointly implement projects in the fields of renewable energy, biomethane, energy efficiency and decarbonization of industry. Ukraine creates clear rules for business and counts on cooperation that will have a tangible economic and climate effect, Andrii Telyupa emphasized.

As part of the event, Ukrainian industry companies presented their own projects to potential partners. Among them were Eurocape, MHP, Ecofactor, DTEK, Elementrum Energy, Tatra-Yug, as well as Novocold and Transgasindustry. The projects cover the areas of wind energy, biomethane, electric transport, energy efficiency and innovative generation.

Representatives of British companies already working in Ukraine shared their project implementation experience, paying attention to regulatory conditions, risks, state support tools and financial solutions.

In addition, the Ukrainian delegation held a number of meetings in London with representatives of the government structures of Great Britain, international organizations and financial institutions. They discussed the development of policy in the field of critical raw materials, cooperation with the British Geological Survey, investment insurance opportunities, raising capital through the London Stock Exchange, as well as potential support from the European Bank for Reconstruction and Development. The focus of the negotiations was the preparation of pilot projects and the next steps to their presentation at the Ukraine Recovery Conference (URC) 2026.
