Volodymyr Zelenskyy appointed Yevhen Khmara as the head of the Special Operations Center “A” SBU
The President of Ukraine, Volodymyr Zelenskyi, signed Decree No. 657/2025, which appointed Yevhen Khmara as the head of the Special Operations Center “A” Security Services of Ukraine.
The decree officially establishes Khmara in a leadership position in one of the key units of the SBU, which is responsible for conducting special operations and strategic measures to guarantee state security. The appointment takes effect from the moment of signing. By another decree No. 222/2023, Volodymyr Zelensky dismissed from this position Serhiy Dusyk, who headed the Special Operations Center of the SBU since May 2020.
The Center for Special Operations to Combat Terrorism, Protection of Criminal Process Participants and Law Enforcement Officers is a separate unit of the Security Service of Ukraine. Its main tasks are the prevention and cessation of terrorist acts and actions that pose a threat to state security, the release of hostages, the detention of particularly dangerous criminals, as well as the protection of participants in criminal proceedings, court employees, law enforcement officers and their family members.
We remind you that in March 2019, the fifth President of Ukraine, Petro Poroshenko, awarded Yevhen Khmara with the Danylo Halytsky Order. He received the award for his personal merits in strengthening national security, demonstrated courage, high professionalism and exemplary performance of duty on the Day of the Security Service of Ukraine.
