Zelensky enacted sanctions against Kolomoisky, Poroshenko, Bogolyubov, Zhevago and Medvedchuk

The President of Ukraine, Volodymyr Zelenskyi, implemented the decision of the National Security Council on the application of personal sanctions against a number of individuals. Relevant decree No. 81/2025 “On the decision of the National Security and Defense Council of Ukraine dated February 12, 2025 “On the application of personal special economic and other restrictive measures (sanctions)” published on the website of the head of state.

Ihor Kolomoiskyi, Gennadiy Bogolyubov, Kostyantyn Zhevago, Petro Poroshenko and Viktor Medvedchuk were included in the sub-sanctioned list.

Sanctions, in particular, include:

  • deprivation of state awards of Ukraine and other forms of recognition;
  • blocking of assets – a temporary ban on the use and disposal of property belonging to a natural or legal person, as well as assets, in relation to which this person can directly or indirectly (through other persons or companies) perform actions equivalent to the right to dispose of them;
  • restriction of trade operations – complete cessation of commercial activity;
  • establishment of a ban or partial restriction on the transit of resources, air flights and transportation through the territory of Ukraine (complete suspension);
  • prevention of withdrawal of capital outside Ukraine.

The Cabinet of Ministers of Ukraine, the Security Service of Ukraine together with the National Bank of Ukraine and the Commission of State Awards and Heraldry under the President of Ukraine must ensure the implementation and control of the effectiveness of personal special economic and other restrictive measures (sanctions) provided for in paragraph 2 of this decision.

The Ministry of Foreign Affairs of Ukraine is obliged to inform the relevant bodies of the European Union, the United States of America, and other states about the applied sanctions and to initiate before them questions regarding the implementation of similar restrictive measures.
