2,367 companies in one building: mass business registration and a Kyiv record

As of May 2025, there are 1,654 addresses in Ukraine that are considered places of mass registration of companies. Such data are listed in the Unified State Register.

A total of 180,000 companies are legally registered in these locations, and the largest concentration of them is in the capital. An absolute record holder was also recorded in Kyiv — more than 2,300 enterprises were registered at one address alone.

Since the beginning of the full-scale war, another 9,318 companies have been added to the list of such addresses. In 2024, 2,775 of them joined, which indicates a decrease in the pace: for a year, the growth of such registrations decreased by almost 25%. Currently, more than half of all mass registration points are located in Kyiv.

Of the 180,000 companies registered at such addresses, 83% are currently active. The largest share is concentrated in Kyiv — 101,000 companies, which is 68% of the total number. In second place is the Kharkiv region with 9,400 companies (6%), and in third place is Dnipropetrovsk, where 6,600 enterprises are registered (4.5%).

The absolute leader among addresses of mass registration is the building at 12 Melnikova Street in Kyiv, where 2,367 companies are registered. Although this building is a typical five-story residential building, it has the highest number of registered companies as of 2018, according to Opentatabotu’s research. If we assume that each company needs an office with an area of ​​100 square meters, then the total need for office space to accommodate all companies at this address would reach more than 237 thousand square meters – this is the equivalent of one and a half Kyiv Gulliver business centers, in which only 100 companies are currently registered.

The most common type of activity among companies registered at such addresses is wholesale trade (except trade in vehicles), which is engaged in by more than 30% of enterprises – approximately 45,700.

Registration of a company at one address (with the exception of office centers) can be considered a sign of the fictitiousness of a legal entity, which is directly prescribed in regulatory acts on financial monitoring. An address is considered mass if more than 50 legal entities, trusts or other legal entities are registered under it.

Although such registration is not illegal, it does create risks. Banks, insurance companies and other institutions may require additional documents to confirm the reality of the activity.
