97% of local budgets approved in Ukraine: Ministry of Finance
The vast majority of local budgets have already been approved in Ukraine, however, in a number of communities the process of approving financial documents is still ongoing, despite the deadlines set by law. This was reported by the Ministry of Finance.
The ministry noted that as of December 26, 2025, 1,542 local budgets out of 1,597 possible had been approved in Ukraine, which is 97%. This creates the necessary conditions for stable financing of educational institutions, healthcare, social protection and other key areas of community life in 2026.
In particular, all 24 regional budgets have been approved, along with the budget of the city of Kyiv, 113 district budgets, 1,392 budgets of territorial communities, as well as 12 budgets of districts in cities. In particular, local budgets have already been fully approved in Volyn, Donetsk, Zhytomyr, Kirovohrad, Lviv, Kharkiv and Chernivtsi regions.
At the same time, the Ministry of Finance noted that the procedure for approving individual local budgets has not yet been completed.
Deputy Minister of Finance of Ukraine Dmytro Samonenko emphasized that the timely approval of local budgets directly affects the regularity of salary payments to teachers and doctors, the uninterrupted operation of municipal institutions, as well as the ability of communities to plan their own development from the beginning of the budget year.
He emphasized the importance of accelerating budget procedures in those communities where the approval of financial documents is still ongoing, so that in 2026 the financial activity was stable and predictable.
According to Article 77 of the Budget Code of Ukraine, local budgets must be approved by December 25 of the year preceding the planned one. The department emphasized that the earliest possible completion of budget procedures is a necessary condition for the uninterrupted operation of schools, hospitals and other budget institutions.
