A draft resolution recognizing the DPRK as an aggressor state has been submitted to the parliament

In the Verkhovna Rada of Ukraine registered draft resolution No. 13301, which provides for the recognition of the Democratic People’s Republic of Korea (DPRK) as an aggressor state due to its military cooperation with Russia in the war against Ukraine.

In the appeal of the parliament to international organizations, in particular the UN, the European Parliament, the PACE, the NATO PA and the parliaments of other countries, it is said about the actual participation of the armed forces of the DPRK in military operations on the side of Russia, the supply of weapons and support for the invasion of Ukraine.

According to the South Korean Institute for Defense Analysis (KIDA), North Korea has supplied Russia with at least 4 million artillery shells, as well as missiles, howitzers and other types of military equipment. The total profit of North Korea from this cooperation could reach more than 20 billion dollars.

“Over the past 20 months, North Korea has transferred to Russia at least 4 million artillery shells, which are actively used in the war against Ukraine“, says the appeal.

The text of the resolution emphasizes that Pyongyang’s actions are contrary to the norms of international law, including the UN Charter and UN General Assembly Resolution No. 3314 “Definition of Aggression”. The Verkhovna Rada calls on the international community to recognize the DPRK as an aggressor state, impose additional sanctions and increase pressure on the North Korean leadership with the demand to stop supplying weapons, participating in the war and supporting aggression against Ukraine.

The explanatory note to the project states that the adoption of the resolution will allow expanding the range of responsible persons in the event of the creation of a special international tribunal for crimes of Russian aggression against Ukraine, not limited to only Russian and Belarusian representatives.

“The officials of the DPRK must also be there – those who participated in the adoption of political, diplomatic or military decisions about entering the war against Ukraine“, the authors of the draft law emphasize.
