A new system of training students and youth for national resistance is being prepared in Ukraine: what the draft law provides for
In the conditions of a protracted war, the educational process in Ukraine is acquiring new functions related to the formation of survival skills and readiness to defend the state among young people. Legislators are reviewing approaches to education in the security sector, seeking to combine theoretical training with practical preparation for crisis situations and actions in emergency circumstances.
Ukraine is changing its approach to training young people in the security and defense sectors, responding to the modern challenges of war. In this regard, the Verkhovna Rada is preparing to adopt draft law No. 13347, which creates a comprehensive system of training citizens for national resistance. It involves developing in young people the ability to act in crisis situations, to protect themselves, others and the state, combining theoretical knowledge with practical skills.
In addition, the new conditions provide for the systematic integration of disciplines that previously had a limited scope, the creation of specialized centers for practical training and expanding access to knowledge and skills for all categories of pupils and students, regardless of gender or physical abilities. This approach is designed to ensure comprehensive training of citizens for national resistance and increase the level of defense readiness of society as a whole.
The Chairman of the Committee on National Security, Defense and Intelligence, Oleksandr Zavitnevych, reported that the draft law provides for the replacement of basic combined-arms training with a systematic program of training for national resistance. It will cover students and pupils regardless of gender. A new discipline “Fundamentals of National Resistance” will be introduced in educational institutions, and the teaching of the subject “Defense of Ukraine” will be updated and improved for a deeper mastery of knowledge and skills. This approach ensures the logical integration of training with practical training and education of responsibility for the security of the state.
The draft law provides for the creation of Centers for Training Citizens for National Resistance, where young people will be able to practice practical skills. Classes will include shooting at the training grounds of the Armed Forces of Ukraine, work at certified shooting ranges, and the use of modern interactive simulators. Practical modules are focused on developing the ability to act in emergency situations and to protect the country’s territory, which allows combining theoretical knowledge with real survival and defense skills.
Persons whose religious beliefs prohibit the use of weapons are given the opportunity to undergo alternative training modules. Persons with disabilities or those who have lost their ability to work are exempted from practical classes, while maintaining access to theoretical training. This approach demonstrates the flexibility of the system and consideration of the needs of all categories of citizens.
At the same time, the draft law clearly defines the powers of the authorities to organize the training of citizens for national resistance, train instructors, and create the necessary infrastructure for practical classes. This system allows you to combine the work of educational institutions and military structures, increasing the effectiveness of training and creating a single base of knowledge and skills for young people.
As officials note, the implementation of a comprehensive system of training for national resistance will allow young people to obtain not only theoretical knowledge, but also practical skills necessary for action in crisis situations. This approach forms in young people the ability to consciously respond to threats, practical competence in the field of security and consistent readiness for action within the framework of national resistance, which makes the training system more effective and modern.
