Access to education is being simplified for children of veterans: what changes has the government adopted?

The war has changed not only life and security for many Ukrainian children, but also ordinary things related to education, documents and access to state support. In families of military personnel and veterans, the registration of benefits often turns into a complex bureaucratic process, so the decision to simplify confirmation of status for education has become important primarily for children who live in the reality of constant moving, treatment of parents after the front or long-term service.

What has changed for children of veterans

For children of Ukrainian veterans, veterans and injured participants of the Revolution of Dignity, the registration of educational benefits in institutions of professional, specialized pre-university and higher education has been simplified. The changes apply to situations when a family needs to confirm the status of one of the parents so that the child can take advantage of the support provided by the state during admission or study.

Previously, the main document in such cases was usually the certificate of a participant in hostilities of one of the parents. Now, instead of it, you can submit an extract from the Unified State Register of War Veterans. The Cabinet of Ministers has allowed the use of such an extract on a par with a UBD certificate for receiving benefits, which should reduce the number of situations when a child cannot quickly obtain the right to support due to the lack of a paper document. The Cabinet of Ministers of Ukraine has approved the corresponding amendments.

When applying for a benefit for education, a child of a veteran can submit one of two documents: a UBD certificate of one of the parents or an extract from the Veterans Register. This approach is important for families whose certificate is still being issued, lost, damaged, or physically unavailable due to service, treatment, moving, or other circumstances of war.

For children of war, this change is of practical importance, because the educational benefit often depends on the deadlines for submitting documents. If an educational institution requires confirmation of status, and the family does not have time to obtain a certificate, an extract from the Register can be a document that will allow you not to lose time and the right to support.

Who does the simplification concern

The new procedure applies to children of veterans, veterans and injured participants of the Revolution of Dignity who apply for benefits for studying at professional, specialized pre-university or higher educational institutions. We are talking about students and applicants for whom the status of the father or mother gives the right to state support.

This decision is especially important for families of military personnel who, due to the war, live in different cities, have limited access to documents or go through complex bureaucratic procedures after being injured, serving or changing their place of residence. The child should not depend on whether the adults managed to obtain a paper certificate if the data on the status is already in the state register.

How to obtain an extract from the Register of Veterans

An extract from the Unified State Register of War Veterans can be obtained free of charge. It is issued electronically through state digital services or in paper form through the Center for the Provision of Administrative Services, regardless of the place of registration of the applicant.

If the extract is ordered by a child under 23 years of age or his representative, a certificate of the applicant for education from the Unified State Electronic Database on Education is attached to the request. Such a certificate confirms that the person is studying or has the appropriate educational status required for the registration of the benefit.

An extract from the Register of Veterans contains data that allows you to verify the status of the person, in particular information about the body or commission that granted the veteran status, the date of its assignment and the legal grounds. The document has a unique electronic identifier by which you can verify the authenticity of the information.

Thanks to this, the educational institution receives official confirmation without additional requirements for the family. For children of veterans, this means fewer queues, less reliance on paper documents, and faster processing times where every missed deadline can affect enrollment or tuition.

Why this matters for children of war

Children of veterans often face the consequences of war not only through relocation, loss of stability, or the long-term absence of one parent, but also through the complexity of obtaining rights that are already provided for by law. Educational benefits should work without unnecessary obstacles, because education for such families is a way to maintain a normal life path despite service, injury, or loss of a familiar home.

Simplification with an extract from the Register does not change the essence of the benefit and does not create a new status, but it makes access to support faster. For a child entering college or university, this can mean timely submission of documents, fewer repeated applications, and a clearer procedure for confirming the right to assistance.
