“Action” determined the winner of the tender for the purchase of equipment for the “Sovereign Artificial Intelligence Factory”
State enterprise “ Action” has identified a supplier of equipment for the launch of the “Sovereign Artificial Intelligence Factory”. The winner of the open tender was “Lan Tech” LLC, which submitted an offer with the lowest price. The value of the contract is UAH 225.9 million, reported in the “Prozorro” system.
The purchase includes two software and hardware complexes with GPU nodes, liquid cooling systems, switches, data storage platforms and Nvidia AI Enterprise licenses. On the basis of this equipment, the Ministry of Digital Transformation plans to create an “AI Factory” — national infrastructure for the development of artificial intelligence technologies.
Delivery of the equipment is scheduled for June 1, 2026. According to the data of the analytical system YouControl, the company “Lan Tech” was founded in November 2011 in Odesa. The owner of the enterprise is Oleg Lytvin, and the director is Serhiy Finashkin.
“Lan Tek” already has experience in participating in public procurement and previously supplied network equipment for various structures. The tender was conducted in the format of open bidding, where the main criterion for determining the winner was the lowest price.
Companies with an annual revenue of over UAH 100 million and the highest level of partnership with server equipment manufacturers (Titanium / Platinum or similar) were admitted to the competition. In addition, the winner must provide a bank guarantee in the amount of UAH 6.8 million.
Launch of AI Factory within the project “Action” is a component of the large-scale strategy of the Ministry of Digital, aimed at creating Ukrainian basic models of artificial intelligence and reducing dependence on foreign cloud services. By the end of 2025, the state plans to present the first pilot samples of the Ukrainian LLM, and in the future to use this infrastructure to train military systems, automate document flow, and support business processes. Thus, the tender for the amount of UAH 225 million is only the initial stage in the formation of a full-scale ecosystem of artificial intelligence in Ukraine.
